Corporate Services

The Corporate Services (also known as the Finance Department) provides a wide and varied range of services to the Vulcan County team and our ratepayers.

These services include:

  • Financial Reporting and Budgets
  • Assessment and Taxation
  • Financial and Technical Services
  • Grant Assistance Services

Financial Reporting and Budgets

In an attempt to be as transparent to the public as possible, the Corporate Services department provides multiple reports to keep our ratepayers informed of where their tax dollars are being spent. These include financial reports such as the County’s annual financial statements, operating and capital reporting, and the annual financial reports. The approved operating and capital budgets are also available to the public as these budgets are established by Council to guide the operations of the County. For additional details and to view these budgets, please see our Operating and Capital Budgets section.

As part of the budget process, Council reviews multiple applications for funding from organizations throughout the County. In order to effectively review these applications, Council has established Recreation Boards for each of the districts within the County. These Recreation Boards assist the organizations with the preparation of their applications and provide recommendations to Council for their districts Recreation and Cultural funding. Assessment and Taxation

Municipal Taxes are generated in order to fund the operations of the County. The County is also responsible to collect taxes for funding requisitions from Education and Seniors Housing.

The County is responsible for ensuring that each property owner pays his or her fair share of taxes. Property assessment is the method used by municipalities to distribute the tax burden among property owners in a municipality. The total assessed value of all the property in the County is used to determine the tax rate, which is then able to be applied equally to the ratepayers of the County. Tax Bylaws are established each year to fund the municipal operations and requisitions. To assist our ratepayers with making payment on their property taxes, the County offers the ability to enter into our Tax Installment Payment Plan (TIPPs) which allows for pre-authorized monthly payments to be made on their taxes. Tax Certificates are also available through the Corporate Services department to provide details on tax balances for tax roll accounts, these are typically used by lawyers and banking institutions as a confirmation of tax balances; however, these are also available to the landowners of the property. Financial and Technical Services

As part of the Administration of the County, the Corporate Services department provides multiple financial services for the County, including payroll, accounts payables, accounts receivable, customer service & reception. These activities include most of the financial and accounting operations of the County.

The Information Technology (IT) area of the Corporate Services department includes maintaining the County’s networks, computers, and communications technologies. This includes troubleshooting computer errors/issues, setting up computers & equipment, and maintenance of the County servers.

The Geographical Information Systems (GIS) area of the Corporate Services department includes the mapping and locations in the County. This includes the creation of many types of maps (ownership, land, grading), maintaining VC-Maps (web-based maps), creating rural addressing, and works with the GPS data. There are many types of maps for the County, including County maps, district maps, hamlets, etc. Many of these are available to the public in the County’s map room.

The County also utilizes web-based mapping called VC-Maps; where it allows for online viewing of the County maps and provides many details relating to the maps (such as assessment information and locations). To view our web-based mapping, please see our VC Maps section.

Grant Assistance Services

The County provides support and assistance to organizations within Vulcan County for grants research and application. Vulcan County utilizes a grant software that will search for grants relating to a groups particular project or program. With the ever increasing strain on municipal budgets, grants from both provincial and federal governments and the private sector are a great alternative source of funding for organizations.
