Public Hearings

Public Hearings are held to obtain input from the public on specific bylaws being considered by Council. They are advertised in the Vulcan Advocate, on the County’s website, and on the County’s bulletin board for two weeks prior to the hearing date. Notices are sent directly to adjacent landowners for consideration as well.

What to Expect at a Public Hearing

At the commencement of a Public Hearing, the Reeve will:

  1. Call the Public Hearing to order and state the matter to be considered.
  2. Request Administration to provide a report and background on the matter under consideration.
  3. Allow the applicant, and/or their representative, up to fifteen (15) minutes to present their position, not including time for questions from Council.
  4. Invite members of the public to speak after stating their name for the records. Speakers will be limited to five (5) minutes, not including time for questions from Council.
  5. Allow Administration to make closing comments.
  6. Adjourn the Public Hearing, and not allow additional submissions unless it is re-opened; or Close the Public Hearing and not allow additional submissions until Council has voted on the subject matter of the hearing.

Written comments to be considered by Council can be submitted any time prior to the adjournment of the hearing. Comments must be sent to the Development Officer by:

Verbal comments will be received at the Public Hearing, in which any person or group that claims to be affected by the subject matter of the Public Hearing will be given the opportunity to speak.  If a person is unable to attend a Public Hearing, that person may authorize an individual to speak on his or her behalf given authorization is in writing, names the individual to speak, indicates the Bylaw to be spoken on, and is signed by the authorizing person.
